Bill Brooks’ Questionable Campaign Treasurer

Kootenai County Commissioner Bill Brooks has had numerous complaints regarding his Campaign Finance forms.  He even threw up his hands and sent it in to the Elections Office asking them for help!  It’s a good thing that the County’s 2020 budget at $101,598,129 is easier for him to manage.

Commissioner Bill Brooks appointed a campaign treasurer in August, 2018.   Terri Dickerson-Maceyka is his treasurer to this date.  It seems to pay to be a political treasurer because she received almost $7,000.00 for the job.  CLICK HERE for a formal complaint on this matter. . If you ask other political candidates how much they paid their treasurer you will probably get an answer like – zero. Additional evidence of how closely Bill works with Terri is this. During the campaign season, Bill Brooks had a column in the CDA Press called “I’m on your Side”.   Shortly after Bill Brooks took the position of County Commissioner (with the help of free press from his employer), his treasurer took the position in writing the column at the CDA Press.

Terry’s Appointment by Bill Brooks

As a sitting county commissioner, Bill Brooks is assigned the task of being the liaison to the Veterans Services.  He would know of any positions open or being created in this department.   On March 4, 2020, Terri Dickerson (using that name, not her full name) was hired as a temporary employee to be the Veteran’s Officer assistant.  Hmmm How did she know about the opening?  What happened to the column at the CDA Press?  Idaho law provides a hiring preference for veterans.  Then less than a month later, on April 1, 2020 the job changed to a full time position with benefits.  The county did not even advertise the opening of this job. That means NO veteran knew about it and could not even apply for it.   How is this campaign treasurer qualified to work at the veteran’s office in the county other than knowing the liaison officer who knew in advance of a temporary position that soon became permanent?

2020 Election

It’s no surprise Bill and Terri are up to their old shenanigans. In 2020 thus far Terri has received $4,026.25. It really pays to be Bill Brooks’ treasurer! Also Terri is listed under her full name, Terri Dickerson-Maceyka under the treasurer spot. But under the expenditures portion it’s back to Terri Dickerson again. Analysis

This campaign treasurer has approved his finance records with the name Terri Dickerson Mayceka.  However whenever she paid herself funds, she used the name Terri Dickerson and Bill Brooks home address.  In 2018, she paid herself $6905.00!  Why would she use her partial name to pay herself?

Is this really how the taxpayers and voters of the county want their public officials to act?  The perception of this job opportunity violates the trust of the voting public and violates Idaho State law for best hiring practices.  Every veteran should be outraged that someone who has no veteran experience is replacing a man or woman who has honorably served this country.

Why does Terri benefit the most from Bill’s campaign, by raking in money? Why does she use her full name as treasurer, but only a partial name when she’s getting paid? Transparency is lacking.

Ms. Terri Dickerson-Maceyka should immediately be removed from this special interest appointment and the job placed on the county’s website for veterans and other qualified candidates.
